The London Borough of Harrow is a borough in London, England, located north-west of London, which forms a part of outer London. It borders four other London boroughs–Barnet on the eastern side of ancient Watling Street (now A5 Road), Brent on the south-east, Ealing on the south, and Hillingdon on the west–plus Hertfordshires Three Rivers District and Hertsmere on the north. The local authority is the London Borough Council for Harrow. The London borough was formed in 1965, on the basis of boundaries which had been drawn up in 1934. The borough is composed of three towns: Harrow proper, Pinner, and Stanmore, but it also includes western parts of Edgware; it is of a commuter character, including a bit of rural hinterland on its northern edge.
The present-day borough has its roots in three ancient parishes: Harrow-on-the-Hill, and the much smaller areas of Great Stanmore and Little Stanmore (also known as Whitchurch). These had coherent boundaries from the High Middle Ages until the modern age. Pinner became independent from Harrow-on-the-Hill in 1766, and the remaining area was divided in 1894 into four sister parishes: Harrow-on-the-Wild, Harrow, Wealdstone, and Wembley (the last now being part of the London Borough of Brent).
Harrow Metropolitan Borough was formed as a Metropolitan Borough in Middlesex by the 1934 Middlesex Revision Order 1934 in 1934, by combining the former areas of Harrow on the Hill Metropolitan Borough, Wealdstone Metropolitan Borough and much of the rural borough of Hendon. The local authority is Harrow Urban District Council. The Urban District gained municipal Borough status on 4 May 1954, with the Urban District Council becoming Harrow Borough Council.
The fiftieth anniversary of its consolidation as a borough was celebrated in April 2004, including a visit from Queen Elizabeth II. In 1965, the Municipal Borough was dissolved, with its former wards transferred from Middlesex into Greater London by the Government of London Act 1963, forming the London Borough of Harrow. It is the only London Borough that reproduces the nearly exact unaltered boundaries of an individual former borough. This is likely because it has large enough populations; according to the 1961 census, its population was 209,080, making it the largest borough of local authority land in Middlesex.
However, Harrows boundaries were changed somewhat, because originally it included parts of Elstree; this was transferred to Hertfordshire (and its Hertsmere ward) on 1 April 1993. The coat of arms was first granted to Harrow Metropolitan Borough Council in 1938. Supporters to the arms were granted in 1954, the year that the Urban District was formed into a council area.
The municipal borough became London Borough of Harrow in 1965, with unchanged boundaries, and so the council retained the use of the arms. The arms are also used by the Harrow Borough Football Club. The motto is read “Salus Populi Suprema Lex”, translated from the Latin “The welfare of the people is the highest law”.
