Harlow is a large city and local authority area located in western Essex, England. Founded as a new town, it is situated on the Hertfordshire/London border, with Harlow taking up large amounts of land on the southern banks of the Upper Stort valley, which has been made navigable by other towns, and has a section of the canal adjacent to its grist mill. Old Harlow is an historic village founded by the Early Medieval period, with much of its high street buildings being of the Early Victorian period and housing, much of it protected by one of the conservation areas of the district. Old Harlow has an open space called Harlowbury, an area de-populated by monasteries, with the remains of the Chapel, an Ancient Monument Scheduled.

The M11 motorway passes to the east of the town. Harlow has its own commercial and leisure economy. It is also the peripheral section of Londons suburban commuter belt, and an employment hub on the M11 corridor, which includes Cambridge and London Stansted airports in its northern direction.

At the 2011 census Harlows population was recorded as 81,944 people, and its borough had the third highest share of council homes in England, at 26.9%, the legacy of the 1947 pledge to rehouse London families affected by blitzing following the Second World War, and to ensure that proportion of homes were available for other struggling families unable to afford market-rate rents. There is some controversy over the origins of Harlows name. One theory is that it is from the Anglo-Saxon words heres and hlaw, meaning “hill of armies”, possibly intended as an identification of Mulberry Hill, which was used as the moorings or rendezvous point of the area. Another theory is that it derives from the words ‘here” and “heag”, meaning “temple hill/mound”, possibly to be identified with the burial mound of an Iron Age, later Roman temple site, at the riverway.
